A 16-month-old girl taken by her biological father has been found after an Amber Alert was issued near Spokane.
David Reed and Summer Fechner were last seen in Mead, Washington near Spokane.
Reed has a history of being bipolar and drug use, according to the National center for Missing and Exploited Children.
The Amber Alert bulletin notes that authorities tried to contact Reed recently. After unsuccessful attempts, they became concerned for the child's welfare.
