Level 3 sex offender moves into Snohomish County

EVERETT, Wash. — Quick Facts:

Police are warning the community about a level 3 sex offender believed to be homeless who has moved into Snohomish County.

The Sheriff’s Office said 45-year-old Kevin Scott Miller was convicted of two counts of aggravated sexual assault in Canada.

Police said in one incident, Miller picked up a 14-year-old girl who was walking down a road, choked her with a rope and sexually assaulted her.

In a second incident, he befriended a woman he met in a nightclub, took her into a secluded area, choked her with a rope and physically assaulted her, the Sheriff’s Office said.

He was convicted of both crimes in 1997.

Miller is not on active supervision and is only required to register as a sex offender, which he has done in both Snohomish and Whatcom counties.

He is described as white, 45, 6 feet tall, 175 pounds with brown hair and blue eyes.
