A driver on southbound Interstate 5 near the King-Snohomish county line was stopped by a Washington State Patrol trooper Thursday morning after using the HOV lane with no passengers in their car.
The driver used a duffel bag, blankets and a hat to construct a fake passenger in the front passenger seat, Trooper Rick Johnson tweeted.
This HOV violator was contacted by an @wastatepatrol motorcycle trooper SB I-5 near the KIng/Snohomish county line. This ended up being constructed with a duffel bag and a lot of blankets. Apparently no excuse provided. #DufflesDoNotCount pic.twitter.com/hji8ToERr3
