Police: Oak Harbor officer shoots man holding woman in park

ISLAND CO., Wash. — "I heard yelling." That is how Debra Staley said her day began at her quilting shop in Oak Harbor's Old Town.

"I was walking towards the door when I heard the shots go off -- two shots," Staley said.

"So I grabbed the phone and called 911.

And she said officers are on the scene."

The officers had already arrived because they had been called several minutes earlier by someone else.

"At approximately 8:52 a.m., (the) Oak Harbor Police Department received 911 calls of a female that was being forcibly held down by a male in the 500 block of Southeast Bayshore," Washington State Patrol Trooper Heather Axtman said. "I mean it was reported that that male had a gun."

The altercation was happening in the Hal Ramaley Memorial Park on the edge of downtown Oak Harbor.

"Shortly after the police officers arrived, shots were fired," she said. "The male was hit and he has been transported to Harborview with non-life-threatening injuries."

Axtman was asked what the man did that led to the shooting.

"All of that is under investigation," Axtman said.

"We do know that an officer did fire a shot."

The Skagit County SMART team is now overseeing the investigation. Axtman would say only that the man is 21 years old.

The shooting rattled Staley.

"Wow," she said. "Yeah, scary."
