A man who works at a nearby barbershop told KSAZ that a couple came in his shop and asked him to call 911 because there was a baby left outside.
According to KYMA, detectives are reviewing surveillance video from nearby businesses.
Phoenix police reinforced to the public that safe zones exist in the area for parents to take babies for whom they provide care, including fire stations and hospitals.
The investigation remains open, and officials did not indicate if the newborn boy suffered any trauma, KSAZ reported.
